<br />SPECIAL MEETING, TUESDAY, APRII. 30, 1957
<br />Meeting called to order at 8:00 P.M., the following council members being present:
<br />William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
<br />Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: Frank N. Graham,
<br />Attorney. Absent: William E. Olsen, Treasurer.
<br />Minutes of the previous meeting were not read.
<br />After consulting with Mr. A.M. Steffes, of our Sanitary Sewer Engineers, Attorney
<br />Graham announced to the audience of 21 persons that our advertisement for bids
<br />for construction of Sanitary Sewer System, Improvement No. I, Part ,.says the bids
<br />will be opened at 8:00 P.M., but did not sad Daylight Saving Time or Central Standard
<br />Time. The Attorney adirised the council not to open the bids until 9:00 P.M., and
<br />the audience was so informed.

<br />Village liability The Mayor reported that newly passed legislation as reported in
<br />to Vol. Firemen the newspaper made municipalities liabie for 3udgments secured
<br />against Volunteer Firemen. The Attorney was asked to check
<br />the statute and report on the matter.
<br />Minn. State Fire Letter of April 24, 1957 from E. W. Krist, Fire Chief, New
<br />Chief's Assn. Brighton, and President, St Croix Valley Firemen's Association,
<br />membership was read, urging that the council approve membership in the
<br />Minnesota State Fire Chief's Association and the International
<br />Chief's Association for our Fire Chief, Earl Grumke, at a coat
<br />of X15.00 per year. Utecht moved that said membership be
<br />authorized. Seconded by Warkentien and motion carried unanimously.
<br />Northome Shopping Letter from D.O. Julep, of Northome Shopping Center, Inc.,
<br />Center, Inc. reporting that a quantity of debris had been placed on their
<br />property newly graded property behind 1531 West Idaho Avenue on April 26.
<br /> On motion by Utecht, seconded by Nilsen, the Clerk was asked
<br /> to write to the residents concerned, stating that the council
<br /> had checked and found the report to be true, that it was
<br /> in violation of Ordinance No. 13, and if they have knowledge
<br /> of who is responsible and will let us know, the Villa ge will
<br /> prosecute. The Clerk was also asked to inform Mr. Julep of
<br /> the council's action and that we expect him to go ahead and
<br /> complete the work in accordance with his agreement.
<br />Payment to Attorney Graham's letter of April 26, 1957 was read relative
<br />Twin City Testing to the question concerning payment for "Abandoned sampler, X25.00,
<br />& ~ngr. Lab. Inc. on Twin City Testing and Engineering Laboratory, Inc. invoice
<br />for sampler No. 5l~614, dated March 31, 1957. The letter stated that the
<br /> matter was discussed with Mr. Steffes who said the sampler rich
<br /> was being used in making soil tests broke off deep in theground.
<br /> In view of the time required to dig and recover the sampler,
<br /> our engineers told the laboratory to use the time to make
<br /> additional tests. On advice of our attorney, Warkentien moved
<br /> that the entire bill, amounting to X381.00, including the
<br /> abandoned sampler item of $25.00, be paid. Seconded by Shavor
<br /> and motion carried unanimously.
<br />Warming house for Dave Cartwright appeared before the council and asked if
<br />Little League permission could be had by the Little League to use the wanaing
<br />storage house, 1393 Garden, for storage. Nilsen moved that said
<br /> permission be authorized. Seconded by Warkentien and so ordered.
