c~ <br />Q ~ <br />SPECIAL HEFTING, TUESDAY, HAY 28, 1957 <br />Public Hearing, The hearing was declared open at 7:00 P.H., the following <br />Alley Improvement council members being present: George J. Shavor, Acting <br />Hayor; Harold C. Nilsen, Trustee; Willis Warkentien, Trustee;. <br />Clyd® J. Stewart, Clerk. Also present: Frank N. Graham, <br />Attorney. Absent: William R. Utecht, Mayor; William E. Olsen, <br />Treasurer. <br />The audience included 15 residents. <br />Purpose of Acting A~ayor Shavor announced that the purpose of the hearing <br />Hearing was to consider an improvement of the alley between Hamline <br />Avenue and Albert Street, one block south of Larpenteur, as <br />described in the published Notice of the Hearing. He asked <br />if anyone wished to speak in opposition to the proposed <br />improvement. No opposition was heard. <br />Village Engineer's Mr. V. L. L~ungren, of our Village Engineer's staff, was <br />report asked to report on the matter based on a further survey <br />and maps he had prepared. Hr. L~ungren reported he had <br />.made a complete survey of the alley and that the draxing <br />he had prepared showed elevations on all garages and at <br />intersections of the alley at Albert and Hemline. The alley <br />grade, he said, is quite flat with a slight grade to the <br />east and some small pockets. Based on a check made by three <br />of their engineers, L~ungren said the maximum grade that <br />could be put in was a ,3 grade, or 3/10 of afoot drop in <br />100 feet. This, he said, was below the minimum grade needed <br />for good drainage. After getting the water to Hemline, the <br />next problem, he said,~would be to build a ditch and that <br />the ditch along Hemline would have to be deepened. For proper <br />drainage, L~ungren said the alley grade would have to be 6 in. <br />above the street and this would require the raising of 1!t garages <br />on the alley. <br />Proposal to run After a full discussion of proposals for improving drainage <br />water into in the alley, it was decided to investigate the possibility <br />Larpenteur drain of draining the water from the lowest part of the alley north <br />into the Larpenteur Avenue drain. The engineer was asked <br />to check into the matter and bring in a revised report and <br />estimate. <br />Hearing recessed to Stewart moved that the hearing be recessed until 7:00 P.M., <br />7 P.M.,June 13-,195? June 13, 195?, at which time the Village Engineer will report <br />back to the council with revised plans and recommendations on <br />the pro3ect. Seconded by Warkentien and motion carried un- <br />_ animously. <br />State Fair Hr. Jack Raleigh, Ryan Hotel, St Paul, appeared before the <br />Boxing Exhibition council in connection with his desire to stage a boxing <br />request exhibition at the State Fair during the first week of the <br />State Fair this year. The Village Attorney was asked to <br />check thB law and report back on the matter on June 13th. <br />
