U I ,~ <br />SPECIAL MEETING, THURSDAY, JULY 18, 1957 <br />Meeting called to order at 7:10 P.M., the following council members being presenti <br />William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee; <br />Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E. Olsen, <br />Treasurer, and Frank N. Graham, Attorney, No minutes were submitted. <br />About 10 persons were in the audience. Arnold M. Steffes, of our Sanitary Sewer <br />Engineers, arrived at the meeting at 7:25 P.M. <br />Hearing - The Mayor announced that^hearing was being held in accord <br />Proposed with the published notice to consider the making of an <br />North Snelling improvement by the installation of a sanitary sewer on the <br />Sewer Impvt. west side of Snelling Avenue south from Roselawn to Maple <br />Knoll. <br />Costs There was considerable discussion of the engineer's estimated <br />discussed total project cost of ~C20,000. and the estimated per front <br /> foot cost of $22.23 based on the estimated assessable frontage <br /> of 900 feet. Mr. Steffes explained the engineer's estimated <br /> cost figures. <br />X15.35 front foot The proposal to apply 69~ of the X20,000 against the assessable <br />figure considered frontage, making the cost per front foot X15.35, and applying <br /> -the balance against general taxation, was also considered. <br />Correspondence Correspondence with Mr. W.H. Deubner was read, in v~h ich he <br />with Deubner read stated "that if the cost of the project will work a hardship <br /> on the neighbors and they do not want a sewer at this time <br /> that he would go along with their wishes." Affected property <br /> owners who were present were then asked if they favored gong <br /> <br />.. ahead with the proposed sanitary sewer improvement: <br />Property owners Messrs. E. R. Westin, Louis E, Gilbert, Karl E, Deppe and <br />vote John E. Malloy voted No, Earl Grumke said he favored the <br /> proposal at an assessed front foot cost of X15.35. Mrs. <br /> Richard A, Pantzar was recorded as not voting. <br />No council action, Utecht then moved that no action on the matter be taken. <br />Hearing closed. Seconded by Shavor, motion carried unanimously, and the <br /> hearing declared closed at 8:30 P.M. <br />Fence - Shell Oil Building Inspection Christensen reported that the new <br />Company fence at +..he Shell Oil Company station was constructed <br /> contrary to the ordinance with the smooth side of the <br /> fencing on the inside. He also stated the contractor <br /> informed him that the Shell Oil Company requested that <br /> the fence be constructed that way. After discussion, <br /> Stewart moved that Trustee Warkentien inform the Shell <br /> Oil Company that a variance request in writing is required. <br /> Seconded by Utecht and motion carried unanimously. <br />Drainage matter, The Street Commissioner reported on a drainage problem <br />Roselawn & Albert at Roselawn and Albert caused by grading of the road and <br /> requiring relocating of the culvert or building up the <br /> boulevard. Utecht moved that the Village Engineer take <br /> the matter up with the County and bring in a recommendation. <br /> Seconded by Nilsen and motion carried unanimously. <br />
