873 <br />Tastee Freez The Building Inspector reported on a proposed sign to be <br />Sign approved placed on top of building occupied by Marvin Norm's Tastee <br />Freez, 1702 N. Snelling Avenue. Shavor moved approval of <br />the sign, seconded by Nilsen, and motion carried unanimously. <br />VYater in i~dr. J. E. Garske, 1576 North Snelling Avenue, and some nine <br />Drainage hole other residents of the area near Idaho and Snelling, appeared <br />area considered before the council regarding the hazards to small children <br />hazardous because of accumulation of storm water in the drainage hole. <br />Pir. Garske, speaking for the group, named the families and <br />the number of small children in each of the families concerned. <br />Mr. J. E. Garske ~qr. Garske asked the council what could be done to eliminate <br />the water hazard. Mr. Garske also inquired as to improving <br />the appearance of the drainage area and referred to his <br />suggestion of some time ago about planting trees. He reported <br />the water was stagnant and a breeding place for mosquitoes. <br />Atty. Wm. R. Busch I~'Ir. William R. Busch, St Paul attorney, representing the <br /> group, pointed out that what happened near the Rose Vista <br /> Apartments near Hamline and Larpenteur, in Roseville, could <br /> happen at the Idaho-Snelling drainage area which he said <br /> is much larger. He spoke of the Village's responsibility <br /> in the matter and said he did not know if the area is <br /> legally required as a drainage area. <br />State has easement Village Attorney Graham called attention to the fact that <br />across drainage the State of Minnesota has easements across the drainage <br />hole lots hole lots for drainage purposes on Snelling Avenue. <br /> The proposal to pump water from the drainage hole into the <br />Pumping proposal sewer system of the City of St Paul was discussed with <br /> Mr. Steffes, and it was agreed that he and the Village <br /> Attorney should contact the St Paul City engineer as soon <br /> as possible regarding the matter and report results to <br /> Fire Chief Grumke. <br />Committee to Utecht then moved that a committee considting of the <br />study matter following members be appointed to study the matter and <br /> report back to the council: J. E. Garske, Chairman; <br /> Fire Chief Earl Grumke, Police Commissioner Donald Arndt, <br /> Village Engineer Vernon Ljungren, Trustee Harold C. Nilsen <br /> and~A. Carl Kaechele. Seconded by Stewart and motion carried <br /> unanimously. <br />Closesrpolicing Utecht also moved that the Police Commissioner be instructed <br />of area ordered. to have the drainage hole .area patrolled more closely each <br /> day during the period when water in the area is considered <br /> dangerous. Seconded by Shavor and motion carried unanimously. <br />Sewer Bond Village Attorney Graham reported that the money from the <br />funds to be sale of the Sanitary Sewer System Improvement No. 1 Bonds, <br />invested amounting to X6901,880.63 with accrued interest,,.had been <br /> deposited in the Construction Account in The First National <br /> Bank of Saint Paul, and that out of this amount about <br /> x].75,000. will be paid out during the next week. In order <br /> to help cut down costs, the balance could be invested until <br /> needed. He said the Bank was asked if they would help us <br /> on the investment of surplus funds in our Construction account <br /> <br />
