88 <br />SPECIAL MEETING, THURSDAY, AUGUST 15, 1957 <br />The meeting was called to order at 7:10 P.M., the following council members <br />being present: George J. Shavor, Acting Mayor; Harold C. Nilsen, Trustee; Willis <br />Warkentien, Trustee; Clyde J. Stewart, Clerk. Absent: W311iam R. Uteeht, Mayor. <br />Also present: William E. Olsen, Treasurer; Frank N. Graham, Attorney. <br />Assessment Acting Mayor Shavor announced that the hearing on the <br />Hearing proposed assessment for Sanitary Sewer System Improvement <br />No. 1, waa being held pursuant to the Notice of the Hearing <br />as published. He then called on the Village Attorney to <br />explain the procedure. The audience included 15 persons. <br />Attorney Attorney Graham stated that the Village has gone ahead and' <br /> put in a sanitary sewer system which connects with the City <br /> of St Paul system. He said that X620,000 of the X900 <br />000 <br /> , <br />approximate cost was assessed against the benefited property, <br /> and that the statute sets up the procedure for levying the <br /> assessments. Attorney Graham reported that the assessment <br /> rol]. had been prepared by the Clerk, the Engineer and•the <br /> Attorney, and that the assessment roll has been at the <br /> Clerk's home for inspection for about three weeks, He said <br /> the total assessable footage was about 69,000 feet and the <br /> total amount of the assessment about X620,000, making the <br /> total cost per foot, $896 It was also pointed out that the <br /> cost is assessed over 20 years in 20 equal installments. <br />Purpose of The purpose of the meeting, he said, was to permit anyone <br />meeting to be heard with reference to the assessment. <br />Payment of The entire assessment, the attorney said, may be paid <br />Assessment without interest if paid on or before September 16, 195?, <br /> and after the assessment has been. certified to the County <br /> Auditor, that the entire assessment, or the unpaid portion <br /> of same, maybe paid to the County Treasurer with interest <br /> to December 31 of the year in which payment is made, He <br /> said the 1 aw does not provide for partial payment of the <br /> assessment, and that the assessments are collectible the <br /> same as taxes. <br />Asks if wished Persons in the audience were then asked if they wished <br />to be heard to be heard with reference to the assessment - <br />A.J. Struck, asked when he could pay up his assessment and was informed <br />1805 Tatum .that if the roll was adopted as of this date, he could pay <br /> in full without interest up thru September 16, 1957• <br />G.F. Schmitt, asked regarding paying up the assessment after a year or <br />1725 Asbury two. Was informed that payment could be made at-anytime <br /> along the line of 20 years by paying up the balance to <br /> December 31 of that year. <br />Armond Hinkle, inquired if the X280,000 added to general taxes could be <br />1908 Arona paid up the same as the X620,000 special assessment for <br /> sewer. He was told the answer was 'No'- that the tax levies <br /> had been adopted and certified to the County Auditor, which <br /> wero necessary to make up X280,000 over the next 20 years, <br /> with 6 per carat interest added so we can get in enough to <br /> make payments <br />G.F.
