88 SPECIAL MEETING, THURSDAY, AUGUST 15, 1957 The meeting was called to order at 7:10 P.M., the following council members being present: George J. Shavor, Acting Mayor; Harold C. Nilsen, Trustee; Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Absent: W311iam R. Uteeht, Mayor. Also present: William E. Olsen, Treasurer; Frank N. Graham, Attorney. Assessment Acting Mayor Shavor announced that the hearing on the Hearing proposed assessment for Sanitary Sewer System Improvement No. 1, waa being held pursuant to the Notice of the Hearing as published. He then called on the Village Attorney to explain the procedure. The audience included 15 persons. Attorney Attorney Graham stated that the Village has gone ahead and' put in a sanitary sewer system which connects with the City of St Paul system. He said that X620,000 of the X900 000 , approximate cost was assessed against the benefited property, and that the statute sets up the procedure for levying the assessments. Attorney Graham reported that the assessment rol]. had been prepared by the Clerk, the Engineer and•the Attorney, and that the assessment roll has been at the Clerk's home for inspection for about three weeks, He said the total assessable footage was about 69,000 feet and the total amount of the assessment about X620,000, making the total cost per foot, $896 It was also pointed out that the cost is assessed over 20 years in 20 equal installments. Purpose of The purpose of the meeting, he said, was to permit anyone meeting to be heard with reference to the assessment. Payment of The entire assessment, the attorney said, may be paid Assessment without interest if paid on or before September 16, 195?, and after the assessment has been. certified to the County Auditor, that the entire assessment, or the unpaid portion of same, maybe paid to the County Treasurer with interest to December 31 of the year in which payment is made, He said the 1 aw does not provide for partial payment of the assessment, and that the assessments are collectible the same as taxes. Asks if wished Persons in the audience were then asked if they wished to be heard to be heard with reference to the assessment - A.J. Struck, asked when he could pay up his assessment and was informed 1805 Tatum .that if the roll was adopted as of this date, he could pay in full without interest up thru September 16, 1957• G.F. Schmitt, asked regarding paying up the assessment after a year or 1725 Asbury two. Was informed that payment could be made at-anytime along the line of 20 years by paying up the balance to December 31 of that year. Armond Hinkle, inquired if the X280,000 added to general taxes could be 1908 Arona paid up the same as the X620,000 special assessment for sewer. He was told the answer was 'No'- that the tax levies had been adopted and certified to the County Auditor, which wero necessary to make up X280,000 over the next 20 years, with 6 per carat interest added so we can get in enough to make payments G.F.
