<br />REGULAR MEETING, THURSDAY, SEPTEMBER 12, 1957
<br />Meeting called to order at 7:00 P.M., the following council members being present:
<br />William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
<br />Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E.
<br />Olsen, Treasurer; Frank N. Graham, Attorney.
<br />Minutes of August 22, 1957 were ordered approved as submitted.
<br />Hearing, The hearing to consider the making of an improvement on the North
<br />Curbing Side of Hoyt Avenue between the Easterly line of Lot 10, ffi.ock 9,
<br />Improvement, Northome Second Addition, and the Westerly line of Pascal Avenue,
<br />resumed was resumed as provided for in the minutes of August 22, 1957.
<br />Mylon J. Sheehan, Letter of September 12, 1957 from Mr. Sheehan was read, stating
<br />1503 W. Hoyt Ave. that he ob3ected to the proposed curbing improvement because of
<br />the excessive cost, and that he wished to be represented in the
<br />matter by Mr, Paul Coppini.
<br />Paul Coppini Mr. Coppini said he wanted the curb but wanted to know more about
<br />1507 W. Hoyt the cost. Engineer L3ungren who was. present, gave a break-down
<br />of the estimated cost of X3.85 per front foot with respect to
<br />the concrede curb without gutter, catch basin and street repairs,
<br />estimating the total cost of the improvement at X3,650.00.
<br />R.J. Pugleasa, stated he did not think the petitioners should pay for street
<br />1523 W. Hoyt repairs, and that he did not want the curb at X3.85 per front
<br />foot. This lead to a discussion of similar improvements
<br />previously petitioned for and assessed to benefited properties
<br />and how. street repairs were included in the assessment. The
<br />.matter of asking the City of St Paul to do the necessary street
<br />work was discussed, and some of the petitioners indicated their
<br />willingness to wait another year for the curbing improvemen t.
<br />Hearing No one else wishing to be heard, Utecht moved that the hearing
<br />recessed until be recessed until 7:00 P.M., September 26, 1957, with the understand-
<br />? PM, Sept.26. ing that the engineer contact the City of Saint Paul in the meantime
<br />to determine if that City will do the repair work necessary for
<br />the said curbing installation, the work to be done early in 1958.
<br />Seconded by Stewart and so ordered.
<br />Alley Hearing The hearing was resumed at 7:50 F.M. In connection with the
<br />recessed until proposed work ~ be done on the alley in Block 1, Northome
<br />7 P.M., Sept. 26 Addition, Mr. Ringus and other property owners on the alley who
<br />were present, were informed by Engineer Steffes that the
<br />contractor, Jay W. Craig Company, should lx able to get in and
<br />work on the alley the following week. On motion by Shavor,
<br />seconded by Nilsen, it was. noted to recess the hearing until
<br />7 P.M., September 26, 1957.
<br />Merlin A. appeared before the council and discussed with Mr. Steffes
<br />Ahlberg, their complaints regarding digging up of the boulevard,
<br />13110 Idaho condition of their driveways as left by the contractor and
<br />and culvert and drainage problems.

<br />the west side of Hemline Avenue from the end of the present culvert
