<br />Meeting called to order at 7:00 P.M., the following council members being present:
<br />William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
<br />Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E. Olsen,
<br />Treasurer; Frank N. Graham; Attorney.
<br />The minutes of September 26, 1957, were ordered approved as submitted.
<br />Collateral to Letter of October 9, 195? from The First National Bank of Saint
<br />secure deposits, Paul was read, requesting that the amount of collateral pledged
<br />First Natl Bank to secure Village deposits in said bank be reduced from
<br />of Saint Paul $200,000 to X50,000 in view of the balance currently carried
<br /> in the account. On motion by Stewart, seconded by Utecht, the
<br /> following resolution was passed by a unanimous vote:
<br />.Resolution - RESOLVED, that The First National Bank of Saint Paul, Minnesota,
<br /> be continued as a depository for the funds of the Village of
<br /> Falcon Heights, belonging to the "Village of Falcon Heights,
<br /> Minnesota Sanitary Sewer System Improvement No. 1 Construction
<br /> Account."
<br /> RESOLVED ALSO, that the collateral deposited by The First National
<br /> Bank of Saint Paul with the Federal Reserve Bank of Minneapolis,
<br /> be reduced from $200,000 to_$50,000, and that the Treasurer be
<br /> authorized to execute the necessary receipts and documents to
<br /> effectuate this change in collateral.
<br />Alley Hearing The hearing regarding the improvement of the alley in Block 1,
<br /> Northome Addition, was resumed at 7:15 P.M. Mr. Ringus and
<br /> three other petitioners were present. Trustee Nilsen reported
<br /> he had inspected work on the alley and that the affected
<br /> property owners seemed to be quite satisfied. He referred to
<br /> the culvert problem at the east end of the alley which he said
<br /> could be improved upon. He then submitted a letter dated
<br /> October 2, 1957 from Dr. Russell E. Risbrudt, expressing satis-
<br /> faction with the alley improvement. Engineer L3ungren presented
<br /> a bill from the Jay W. Craig Company for patching and other work
<br /> done in the alley, amoun~b~`~,o X656.50, which he said came to X1.10
<br /> per running foot. The bill was turned over to Mr. Ringus with
<br /> the understanding that the Village-will consider accepting said
<br /> alley for maintenance when the petitioners have paid the Jay W.
<br /> Craig Company bill.
<br />Hearing closed
<br /> No one else wishing to be heard, the hearing was declared closed
<br /> at 7:110 P.M., on motion by Utecht, seconded by Stewart.
<br />Barthel James Greenstein, 1300 Ryan Avenue, Roseville, St Paul attorney,
<br />Villas appeared before the council in behalf of the people concerned
<br /> with Lots 1l~, 20 and 21, Block 1, Barthel Villas. Mr, and Mrs.
<br /> R. F. Roberts and Mrs. Barthel were also present. Mr. Greenstein
<br /> said he understood that the question relating to the Barthel
<br /> Villas lots has come up at times before the council for a number
<br />of years. He said the Village should either purchase the property,
<br /> suggesting arrangements for an appraisal, or that building permits
<br /> be issued so the owners can make use of the property.
