~~;6 <br />R.P. Rivard, Mr. Rivard inquired as to sewer rental charges being based <br />1802 N. Simpson on the size of the rater meter, and was given the information <br />on this matter as it appears in th~ninutes of October 21~, 1957, <br />page 922. Mr. Rivard reported that when installing sewer <br />service at his home, it was found that the stub in the street <br />was higher than the house outlet and that he incurred extra <br />footage expense because of this. After discussion, Mr. Betley <br />agreed to follow thru on the matter for Mr. Rivard. <br />Holton Street A petition signed by William M. Huber, 1892 Holton Street, and <br />petition 1!~ other residents on Holton Street, was presented to the <br />council. The petition requested the lowering of Holton Street <br />from Roselawn Avenue to a point ad3acent to the drainage area <br />located on the west side of Holton and north of Garden Avenue. <br />She petition said that the proposed lowering of the street <br />was to provide drainage of surface water away from the petitioners' <br />properties in order to prevent daieage to same, the petitioners <br />contending that grade corrections and raising of the street grades <br />caused the problem and that the cost of the proposed lowering of <br />the street should be borne by the overall severer and road pro3ect. <br />About 30 persons were 3.n the audience. <br />Engineers' Letter of November 1, 1957 from the pro3ect engineers and letter <br />letters of November !t, 1957 from the village engineer, were read. The <br />letters pointed out that some of the property owners on Holton <br />had requested that the storm water ditches on each aide of <br />Holton be filled, developing the drainage problem and pocketing <br />the water on lawns and along the street. Also that a check of <br />the profiles taken by the pro3ect engineers showed the elevation <br />of the street was lower than the elevation of the front lawn at <br />the house, and the shaping of the front lawns would require <br />only grading of that portion adjacent to the road. The engineers <br />stated to lower the street another foot would place this portion <br />of Holton Street under water in the spring and make necessary <br />re~a~ding of about 300 feet on Ruggles Avenue. <br />Discussion In the discussion that followed with the petitioners, it was <br />brought out by the engineers that the street is lower than the <br />original grade, but that some of the residents had requested <br />the contractor to fill the ditches in order to have boulevards <br />and to eliminate culverts under each driveway, resulting in a <br />drainage problem. Petitioners who were heard included: <br />John McDonough, 1891 Holton; Fred Gardner, 1880 Holton; Mrs. <br />William C. Reeves, 1877 Holton; Mrs. John McDonough and Don <br />Wallace, 1910 Holton. <br />Opening of The question of opening the ditches was discussed with <br />ditches discussed Contractor Peter Lametti. Engineer Batley said there was <br />enough time to open the ditches, but that lowering of the <br />street would be out of the question this fall. <br />Matter referred Utecht then. moved that the matter be referred to the <br />to Engineers project engineer and village engineer for their recommendation <br />as to a practical solution and for estimate of cost, to be <br />submitted to the council no later than next Thursday, <br />November 1l~, 1957. Seconded by Shavor and motion carried <br />unanimously. <br /> <br />
