• SUBSCRIBER is responsible for all maintenance and repair of SUBSCRIBER-owned radios. Repair and <br />maintenance shall be performed only at repair facilities approved in advance by COUNTY. COUNTY <br />will provide this listing to SUBSCRIBER. <br />3.4 Special Event/Emer ency Radios <br />COUNTY will maintain a fleet of radios which will be made available to SUBSCRIBER, generally on a <br />first come first serve basis, for temporary assignment for special events, response to emergencies, or other <br />similar events. SUBSCRIBER may also access these radios to replace aSUBSCRIBER-owned radio <br />taken out of service by SUBSCRIBER for maintenance or repair. If there are more requests for these <br />radios than can be accommodated, COUNTY will prioritize allocations. <br />3.5 Allocation of Subsvstem Resources <br />COUNTY will allocate to SUBSCRIBER, on a fair and non-discriminatory basis, sufficient Subsystem <br />resources including, but not limited to, Talk Groups, Announcement Groups, Radio Unit IDs, and Alias <br />IDs, in order to provide SUBSCRIBER with an equivalent grade of service afforded to other comparable <br />Subsystem Subscribers. <br />3.6 Monitoring of SUBSCRIBER Talk Groups <br />COUNTY will periodically monitor talk groups allocated to SUBSCRIBER for SUBSCRIBER'S internal <br />use for Subsystem management purposes including but not limited to maintenance, troubleshooting, <br />performance assessments, unusual traffic patterns (sudden jump in usage), and policy and procedure <br />compliance checks. COUNTY monitoring of SUBSCRIBER'S talk groups may occur at any time, for <br />any duration, may be without notice, and is subject to recording. <br />• 3.7 Radio Operator Training <br />COUNTY will provide SUBSCRIBER with access to end user radio training instructional materials <br />provided to COUNTY from the Metropolitan Radio Board or other sources for the deployment of radios <br />included in SUBSCRIBER'S initial purchase, at no cost to SUBSCRIBER. Once the initial training is <br />provided, SUBSCRIBER will be responsible for the cost of training new employees and for providing <br />refresher training. COUNTY and SUBSCRIBER may agree to provide future training cooperatively. <br />3.8 Database Administration <br />COUNTY will manage and administer the Subsystem database records containing the information related <br />to inventory, configuration, programming history, software version control, radio IDs, service levels, and <br />statistical usage analysis, for SUBSCRIBER-owned radios used on the Subsystem. <br />3.9 Radio Station Licenses <br />COUNTY shall hold and administer all FCC licenses on behalf of all Subscribers of the Subsystem. <br />SUBSCRIBER shall operate as authorized mobile, portable and control station units under COUNTY'S <br />FCC radio station licenses. <br />4. SUBSYSTEM OPERATIONS AND MANAGEMENT <br />4.1 Department Division <br />COUNTY shall operate and manage the Subsystem under the direction of a System Manager as a division <br />within the Office of the Ramsey County Manager. This division will include all aspects of Subsystem <br />planning, operations, maintenance, and management. <br />• 4.2 Division Units <br />As a unit within the division, Subsystem Operations and Maintenance will deal with the Subsystem <br />backbone including network connections, base radio stations, antennas, microwave and fiber optic <br />3a <br />
