She agreed with Mr. Young that the <br />term, second hand store, is very broad. <br />Public Hearing closed at 8:05. <br />Commissioner Kuettel asked why the term "Miscellaneous retail <br />establishments including antique stores but excluding fuel <br />dealers" was listed this way in the list of permitted uses. <br />Hoisington replied this is the way Miscellaneous Retail is in the <br />• SIC codes. He said SIC codes change very seldom - perhaps every <br />5 years. <br />Attorney Peter Bachman said the ordinance (as drafted) references <br />the 1987 SIC manual, so the commission needs to keep abreast of <br />any changes which may occur. <br />Commissioner Paul Kuettel moved to recommend adoption of the <br />commercial zoning code with associated minor code revisions <br />indicating that One Hour Martinizing be changed from an E-B to a <br />B-1 zone. Seconded by Andrews. Unanimously approved. <br />PUBLIC HEARING AND CONSIDERATION OF REVISIONS TO THE COMMERCIAL <br />DEVELOPMENT MORATORIUM CHAPTER 5 SECTION 5.02 DEVELOPMENT <br />RESTRICTIONS AND APPLICABILITY <br />Chair Barry opened the Public Hearing at 8:15. <br />Administrator Hoyt reported that after the adoption of the <br />proposed revisions in the commercial zoning code, the moratorium <br />should be revised to allow businesses that are identified as <br />permitted or conditional uses in the revised commercial code to <br />apply for business licenses and permits according to routine <br />procedures. The moratorium will remain in effect for uses that <br />are not specifically identified as permitted or conditional uses <br />• or for those uses that are specifically identified as needed. to <br />be studied further for secondary impacts. <br />
