7/26/93 Minutes <br />• Page 2 <br />Some specific commercial changes related by Hoisington were: <br />Harvest States from B-lA to B-3 <br />Hermes from B-lA to B-2 <br />Hewlett Packard from B-lA to B-2 <br />Thatchers Chiropractic Clinic and Super America be changed from <br />E-B to B-1 <br />B & J Floral from E-B to B-1 <br />One Hour Martinizing to remain E-B or change to B-1 <br />Hamline Hoyt from B-2 to B-1 <br />Snelling & Larpenteur from B-2 to B-3 <br />After listing the proposed business zoning changes, Mr. <br />Hoisington said the commission should decide if One Hour <br />Martinizing should remain as an E-B zone (E-B allows uses that <br />currently exist but are not in harmony with nearby land uses, do <br />not conform to the comprehensive plan and would need to go to the <br />P.C. and C.C. for a change) or be changed to B-1 which may be <br />more generous and appropriate. He said the commission could <br />recommend rezoning both One Hour Martinizing and B & J Floral to <br />B-1 or leave One Hour Martinizing at E-B for further study. <br />Joyce Gimmstead, owner, has requested B & J Floral be taken out <br />of E-B. <br />• Public Hearing opened at 7:50 p.m. <br />Mr. Wehmann, representing Northome Shopping Center, questioned <br />why there was no provision listed in B-3, Snelling & Larpenteur <br />Business District, for jewelry stores - specifically, antique <br />jewelry. Administrator Hoyt answered that some uses are not <br />included because they are considered part of the commercial <br />development moratorium. She explained these uses will be looked <br />at more closely to determine if they should be allowed with <br />conditions placed on their license. <br />Tim Hilger, from Bullseye Shopping Center, asked if stores such <br />as Play It Again would be allowed. Hoyt explained that until the <br />moratorium is lifted, only businesses with new retail merchandise <br />would be considered. Businesses receiving and selling used <br />merchandise will be further reviewed. <br />Tim Hilger questioned renting out basement storage space in <br />Bullseye Plaza. He asked what the procedure would be in order to <br />do this and how long it would take to get it accomplished. Hoyt <br />replied that a conditional use permit would have to be applied <br />for giving the location and types of material to be stored. A <br />public hearing would be held after property owners within 350' <br />were notified by mail, and a notice published in the paper at <br />least ten days prior to the proposed hearing. It would then go <br />• to the planning commission for a recommendation and then to the <br />city council for final approval/disapproval. If approved by <br />
