EXECUTIVE SUMMARY <br />FISCAL IMPACTS <br />The operation of the Fair and Fairgrounds, as well as events held at the Fairgrounds, create certain fiscal . <br />impacts in the form of sales, lodging and fuel taxes. State sales taxes are generated by activities of the <br />MSAS during the Fair and non-Fair events from admission sales, grandstand ticket sales, parking revenue <br />and carnival sales, as well as concession sales. In addition, the off-grounds expenditures made.by non- <br />local patrons and participants of events held at the Fairgrounds generate sales, local option, fuel and <br />lodging tax revenue for state and local governmental jurisdictions.
