• <br />• <br />The 2004 Capital Request, guided by principles <br />of stewardship and sustainability, supports the <br />University's mission through investment in academic <br />infrastructure and preserves past investments in <br />existing buildings through repair and renovation. <br />There are four components of the 2004 Capital <br />Request: <br />HEAPR: Traditional (48% of requested funds) <br />Higher Education Asset Preservation and <br />Replacement (HEAPR) funds will be used to make <br />health and safety improvements, utility .upgrades, <br />and building system improvements for more than <br />100 projects on the Twin Cities, Duluth, Morris, and <br />Crookston campuses, and at research centers and <br />stations throughout the state. <br />HEAPR: Major Building Renewal <br />(39% of requested funds) <br />The University will contribute funds for program <br />investments not covered by. HEAPR, for the <br />renovation of four existing buildings-the Life <br />Science Building on the Duluth campus and on the <br />Twin Cities campus: Kolthoff Hall, the Education <br />Sciences Building (the former MRRC), and <br />classrooms and .other learning environments in the <br />Academic Health Center. <br />New Construction (11% of requested funds) <br />Funds for two new projects are being requested <br />this year. In partnership with the Morris community, <br />a biomass heating plant addition and a football <br />stadium will be shared with the school district. <br />On the Duluth campus, students will help fund an <br />addition to the Sports and Health Center to meet <br />their demand for greater access. <br />OF WHAT WE <br />Planning Funds (2% of requested funds) <br />The University is also requesting planning funds <br />to design much-needed classroom space for <br />expanding undergraduate and graduate business <br />programs on the Duluth and Twin Cities campuses. <br />FINANCIAL SUMMARY <br />systemwide <br />UNIVERSITY'S 2004 CAPITAL REQUEST (in millions) <br />HEAPR: Traditional $90.0 <br />HEAPR: Major Building Renewal $74.0 <br />UMD Sports and Health Center Addition $12.0 <br />UMM Biomass Heating Plant Addition <br />and Football Facility $g,0 <br />Planning for Carlson School Expansion <br />and Classrooms $2,5 <br />Planning for UMD Business School <br />and Utility Infrastructure $2.2 <br />TOTAL.
