• <br />VII. ASSESSMENT POLICY <br />A. Purpose <br />The assessment policy assures uniform and consistent treatment of properties <br />affected by capital projects. <br />B. Policy <br />The city will evaluate its assessment policy on properties benefiting from a <br />capital project at the outset of each project. <br />The city will provide a payment period with a minimum interest rate of 2.0 <br />percentage points over the debt payment rate for each project as follows: <br />Streets & Alley Reconstruction <br />Storm Sewer <br />• <br />Street Resurfacing <br />Sanitary Sewer & Water <br />10 years <br />10 years <br />5 to 10 years <br />To be determined <br />When several improvements are included in the same project, the assessment <br />period will be 10-20 years. <br />VIII. RISK MANAGEMENT POLICY <br />A. Purpose <br />The risk management policy assures proper insurance coverage of city assets <br />while minimizing risk. <br />B. Policy <br />The city will regularly analyze its insurance policies to assure proper coverage <br />and deductibles on city assets. <br />The city will charge individual department activities for their related property, <br />liability, inland marine, auto, workers' compensation, and other insurance costs. <br /> <br />19 <br />
