Chapter 1335, Floodproofing Regulations apply to the construction, alteration or <br />repair of any building or parts of a building or structures in the flood hazard area(s) of the <br />municipality. <br />3. Appendix Chapter K (Grading) provisions apply to grading, excavation and earthwork <br />construction including filling, of properties located within the boundaries of the <br />municipality. <br />Fees: <br />Historically, the Uniform Building Code contained a fee schedule that most jurisdictions either <br />adopted or followed as a guide for charging fees on building permits. Presently, Falcon Heights <br />uses the fee schedule contained in the 1997 Edition of the Uniform Building Code. The new <br />International Building Code does not contain such a fee schedule. <br />Fees must be determined to be "fair, reasonable and proportionate to the actual cost of the <br />• service for which the fee is imposed". Fees are intended to cover the costs of providing proper <br />staffing levels to ensure that administration of the building code is accomplished. I have <br />included a copy of the 1997 fee schedule, which is a part of the Uniform Building Code and can <br />serve as a guide in considering a new fee schedule for the municipality. <br />Major Changes Include: <br />1. Fees are required to be based on valuation except those outlined in 1300.0160 Subd.4 <br />(attached) which ma•~ a fixed fee. The permit applicant shall provide a valuation at the <br />time application is made, however, building permit valuation shall. be set by the building <br />official using the latest cost per square foot figures from the Minnesota Department of <br />Administration. <br />2. Plan reviews are required by the code and a fee for them may be collected but changes <br />have occurred that leaves the amount collected up to the jurisdiction. Presently, the plan <br />review fee is 65% of the permit fee when plans are required to be submitted on all <br />projects except decks. <br />3.
