It also provides <br /> for $1 billion in highway bonds <br /> issued at $100 million per year from <br /> FY 2004 through FY2013 split 50/50 <br /> between metro bottlenecks and <br /> outstate interregional corridors. <br /> The bill distributes the county share <br /> of the new gas tax revenue above 22 <br /> cents per gallon as follows: 30% <br /> based on population, 50% on need, <br /> 10% equally per county, and 10% <br /> based on lane miles. The current <br /> CSAH formula distributes about 18% <br /> of the county dollars to the metro <br /> area, whereas this new distribution <br /> would distribute about 27% of the <br /> new money to the metro area. <br /> The 11 county area includes Chisago, <br /> Isanti, Sherburn, and Wright counties <br /> in addition to Anoka, Carver, Dakota, <br /> Hennipen, Ramsey, Scott, and <br /> Washington counties. <br /> ' <br /> Two cents of the gas tax increase <br /> would replace about $64 million of <br /> the money currently transfered from <br /> MVST to HUTD to make up for the <br /> 2000 tab fee reduction. The $64 <br /> million from MVST is then split <br /> between Metro Transit (60%) and <br /> MnDOT (40%).
