Review of Preliminary PUD General Plan Submittal for Falcon Heights Town Square <br />January 29, 2003 <br />Page 2 <br />^ 56 senior housing units with underground parking (56 spaces); <br />^ 14 for-sale townhomes (28 garage spaces and 28 surface spaces); <br />^ 73-76 surface parking spaces, in a central courtyard, to be shared by all uses. <br />^ Streetscape improvements <br />^ Storm Water Retention Rock Garden <br />Overall, this project's design reflects the urban design goals of creating a grouping of buildings <br />and connecting spaces that, collectively, produces amoderate-density urban village with a strong <br />identity and high quality, site-specific design. There is acontext-sensitive transition between the <br />proposed new development and the adjacent residential neighborhood. With most of the parking <br />underground and the surface parking in the center of the development in a "courtyard," the <br />parking impact is dramatically lessened. The parking provision meets Urban Design Guidelines <br />directive in terms of spaces per residential unit and spaces per retail square foot. The total site <br />design provides for a very positive pedestrian experience. <br />SPECIFIC COMMENTS ON SUBMITTAL DRAWINGS <br />The following comments are supplemented by notes/comments on the actual plans/drawings. <br />Cert f ed Survey (Drawing C-1)- No comments. <br />Site Plan (Drawing C-2) <br />^ Trash facilities for retail/restaurants? Recycling facilities? <br />^ Commercial truck loading/unloading? <br />^ Moving van/residential loading/unloading? <br />^ Fire truck circulation? <br />^ Pedestrian circulation needs some revisions, esp. regarding the connections from Arona <br />Street to the commercial uses. <br />^ Potential personal safety/vandalism issue in the "corridor" created by the southside of the <br />multifamily building, the townhomes, rock garden/detention pond area, and the south <br />property line. <br />^ Bicycle parking facilities? <br />^ Potential safety issue re two parking spaces near Arona Street entrance. <br />^ Surface parking lot indicates 73 spaces; text indicates 76 spaces?? <br />^ Sidewalk on Snelling should be straightened out, not curved. <br />^ Where is transit stop on Larpenteur at Arona? <br />Grading and Storm Water Drainage Plan (Drawing C-3) - No comments. <br />Utility Plan (Drawing C-4) <br />• <br />Lighting (?) in the "walk through" at ground level between the two parts of the <br />multifamily building? Seems dark; potential personal safety issue. • <br />Lighting (?) in the "corridor" created by the southside of the multifamily building, the <br />townhomes, rock garden/detentionpnnd area, and the south property line; safety issue. <br />
