MINUTES <br />SOLID U7ASTE COMMISSION MEETING <br />• APRIL 5, 1990 <br />The meeting was called to order by Chairperson John Thompson at <br />7:05 P.M. <br />Commission Members Present: Michael Haglund, John Hustad, Terry <br />Iverson, Marty McCleery, Nancy Misra, John Thompson and Shirley <br />Chenoweth, Staff Representative. <br />Commission Members Not Present: Leo Klisch, Laura Kuettel and Lyle <br />Wray. <br />Agenda: The agenda was approved by the Commission with the addition <br />of a discussion with Cindy Diessner sharing her concerns on solid <br />waste issues and a brief review of the organized collection surveys. <br />Bellaire. Sanitation Presentation: Sue Stanich of Bellaire Sanitation <br />and Kim Carlson, Consultant, shared their views on what they believed <br />were drawbacks to organized collection. They felt if Falcon Heights <br />went to organized collection, the City would eventually get locked <br />into a system in which a few haulers dictated the prices for collecting <br />household waste. This control]_ing of. prices would be due to lack <br />of competition because in organized collection, the number of haulers <br />is limited. They also believed the City should not lock itself <br />into a system, such as organized collection, as there are many changes <br />coming and to be locked into one system would be disadvantageous <br />to the City. In addition, they felt that in an open hau]_ing system, <br />even though there are more trucks on city streets, their research <br />showed there would not be any more damage or wear on the City streets <br />than in organized collection. This was the common argument used <br />against an open hauling system--more wear and damage to streets. <br />Their presentation was followed by a short discussion with the Commission. <br />At the conclusion of the discussion, the Commission thanked them <br />for appearing to express their concerns on this issue. Their input <br />was appreciated. <br />Approval of Minutes: John Hustad moved that the Minutes for the <br />January, February and March meetings be approved. The motion was <br />seconded by Michael Haglund, which carried unanimously. <br />Commission Size: It was felt that the size of the Solid Waste Commission <br />should remain at its current number of nine (9) for_ the present. <br />Recyc]_ing Coordinator's-Party Follow-Up: It was decided that the <br />party should be reschedu]_ed for May 10th or 24th of 1990. <br />• <br />
