The Planning Commission held a public hearing on the <br />proposed amendments on August 7, 1989 and recommended approval. <br />Council considered the matter on September 13, 1989 and identified three <br />issues for further research: <br />1. Whether the four foot fence height requirement should be <br />five or six feet. <br />2. Whether a construction fence is required for an above <br />' ground pool if it is above four feet in height. <br />3. Whether a pool fence is needed if the access ladder to the <br />pool is locked. <br />ATTACHMENTS: <br />A. Memorandum from Carol Carlson to Jan Wiessner dated April 19, 1990. <br />B. Request for Council Consideration dated 9/13/89. <br />C. Council Minutes dated 9/13/89. (excerpt) <br />D.
