The black material was firm, though organic. <br />I told them (8111, Dick and Lee} that the fill definitely appeared to be of <br />questionable bearing capacity, and the black material appeared to be of <br />marginal suitability. I suggested that it would not be prudent to leave <br />the fill in place below foundations.
