PROPOSAL <br />for <br />CODIFICATION SERVICES <br />for the <br />CITY OF FALCON HEIGHTS, MINNESOTA <br />Pursuant to the city's request, Ster/ing Codifiers, Inc, herewith submits its proposal for <br />codification services on this the 12th of April, 2005. <br />I. Materials Furnished by City. <br />The city will provide Sterling with a copy of its present code and all ordinances passed since <br />the last update to that document. It is understood that your code totals 262 pages and is <br />available in a compatible Word format. Although there are numerous ordinances to add, <br />most are very short in context. Future ordinances will be forwarded to Sterling as adopted <br />by the city. <br />• II. Initial Services. <br />A. Communication Between the City and Sterling. Sterling will provide for an open dialogue <br />between its staff and the city to discuss procedures and to familiarize the city with the <br />scope of services under this contract. <br />B. Suggested Organization. The first step in the project contemplated under this proposal <br />will be to list out all the provisions of the present code and determine an organization <br />that best fits the needs of the city. The organization will look to easy readability and <br />searching by the reader, and to ease of addition of future legislation. <br />The city will review the suggested table of contents and indicate any changes it desires <br />in a timely manner. Sterling will not proceed with the project until the proposed table of <br />contents has been approved by both the city and Sterling. <br />C. Research and Legal Review. Sterling will review and analyze the legislation, checking for: <br />• Provisions that are conflicting, duplicated, inconsistent or obsolete; <br />• Vague language; <br />• Comparison with current state statutes and pertinent other state and federal law. All <br />statute references contained in the city's legislation will be corrected to current <br />citations; <br />• All areas of the legislation that could pose a possible problem to the city; <br />• Recommendations as to areas where new legislation is needed <br />• <br />Sterling Proposal -Page 1 <br />3'] <br />
