POLICY H2 <br />• 10/26/05 <br />ITEM: Adoption of the Ramsey County Emergency Operations Plan <br />SUBMITTED BY: Heather Worthington, City Administrator and Emergency <br />Management Director <br />EXPLANATION: <br />Summary: In early 2005, Ramsey County began work on the Countywide Emergency <br />Operations Plan. The intent of this plan is to provide a document that can guide <br />emergency operations countywide-across jurisdictional boundaries. This will be of <br />great use in disasters or emergencies that affect multiple communities, such as the recent <br />storms in September and early October. <br />The Federal Emergency Management Agency (FEMA), requires all cities to adopt an <br />Emergency Operations Plan, and the State of Minnesota requires that cities update that <br />plan periodically. Our current plan will be replaced by this plan, and Ramsey County <br />will ensure that the plan is updated per the State's requirements on an ongoing basis. <br />Staff will also be working on adding appendixes to this plan over the next several <br />months. These will include operational and informational details that will be tailored to <br />Falcon Heights. An example will be a CERT appendix, which will be developed working <br />in concert with the CERT teams themselves, outlining the working relationship between <br />CERTs and public safety, and their operational parameters. <br />The adoption of this plan marks a major step forward in better cross jurisdictional <br />working relationships, and continues the city's compliance with federal and state statutes. <br />A public copy of the plan can be viewed at: <br />http://www.co.ramsey.mn.us/emer encyservice/index asp <br />ACTION REQUESTED: <br />• Discussion <br />• Adoption of the Ramsey County Emergency Operations Plan <br />r~ <br />~J <br />
