• City of Falcon Heights <br />Planning Commission <br />Date: 1 /22/96 <br />Action Item: 4 <br />ITEM: Resolution finding that the proposed modifications to the city's tax <br />increment development districts is consistent with the city's <br />comprehensive plan <br />SUBMITTED BY: Susan Hoyt, City Administrator <br />REVIEWED BY: Jim Casserly and Mary Molzahn, Casserly/Molzahn <br />EXPLANATION/DESCRIPTION: <br />The city is working with the firm of Casserly/Molzahn to update its tax increment <br />financing plan from the 1980's to plan for future public improvements that might <br />be completed with tax increment revenue. These are administrative changes to <br />permit the city flexibility for future public improvements. These changes do not <br />include any new tax increment districts or new development activities or changes <br />in land use. The proposed amendment to the plan includes changing the eastern <br />boundary of the development district from Arona Street west to Hamline Avenue. <br />This change permits the city to use tax increment property tax revenue that is <br />. being generated by past projects to finance public improvements, specifically those <br />planned with the Larpenteur Avenue project. <br />State statute requires that this change in the geographic boundary have planning <br />commission action to assure that the proposed change is consistent with the city's <br />comprehensive plan. The change in the boundary from Arona Street to Hamline is <br />consistent with the city's comprehensive plan which includes general plans for the <br />Larpenteur Avenue improvements and associated business district improvements. <br />The boundary change does not propose any change in land uses within the <br />expanded development district. <br />The action requires adopting a resolution because the city is combining two <br />existing development districts into an integrated development district. <br />ATTACHMENTS: <br />1 - Memo from Mary Molzahn, Jim Casserly explaining modifications <br />2 - Map of integrated development district <br />3 - Land use map from city's comprehensive plan <br />4 - Resolution approving the geographic boundary change <br />ACTION REQUESTED: <br />• Staff report and discussion <br />
