Casserly <br />RE: Modifications to Development District #1 and <br />Development District #2 <br />DATE: January 9, 1996 <br />• Enclosed please find a resolution for consideration by the <br />Planning Commission at its January 22, 1996 meeting. <br />Pursuant to Minnesota Statutes, Section X69.126, Subdivision 1, a <br />city must consult with its planning agency or department before <br />designating a development district. This requirement also <br />applies to a modification of a development district. <br />Currently the City has two existing development districts, <br />identified as Development District No. 1 and Development District <br />No. 2, which it intends to modify by expanding the boundaries of <br />each Development District to be inclusive of each other and to <br />include the additional parcels located east of Snelling Avenue, <br />south of Crawford Avenue, west of Hamline Avenue and north of <br />Hoyt Avenue (a map and legal description of which are attached). <br />This purpose of this enlargement of the two Development Districts <br />is to provide the City with greater capability is using the tax <br />increments generated from TIF Districts within the Development <br />Districts for public improvements. <br />The role of the City's Planning Commission is only to determine <br />that the objectives of the Development Program for each <br />.Development District are consistent with the City's comprehensive <br />plan and zoning plan. For example, if the City's comprehensive <br />plan provides that the additional parcels were to be used for <br />open space and the Development Program goals were for high <br />• density commercial uses, then there would be an inconsistency. <br />We understand that the City does not have this type of <br />
