• This, along with its location just to the northeast of Gortner <br />Avenue, a major university access point, make it an identifiable <br />free parking location for university employees and students. <br />2. The increase in the number of non-residential cars parked along <br />Tatum Street, which are likely associated with the University of <br />Minnesota employees and students, may be the result of the <br />elimination of parking along Cleveland Avenue since its <br />reconstruction in 1993. It may also be due to the elimination of <br />parking during warm weather at the lot adjacent to Gibbs Farm <br />and the University playing fields. <br />B. Location, number and ownership of cars barking on Tatum from 8 AM to <br />4 PM, Mondav through Fridav <br />1. The overwhelming majority of cars parked on Tatum on a regular <br />basis between 8 AM and 4 PM on weekdays belong to non-Tatum <br />Street residents (this is based upon ownership searches of license <br />plates). Staff has heard reports that people are parking their cars <br />on Tatum in the early morning, unloading their bicycles, and riding <br />off in the direction of the University. <br />. 2. There is an average of 11 cars parked on Tatum Street at any <br />given time between 8 AM and 4 PM during the day (see <br />attachment 4). <br />3. The majority of these cars park on the east side of Tatum in the <br />area just outside of the current two hour parking zone (starting at <br />1786 Tatum and moving north). These cars do not create apass- <br />through problem along the street because they are primarily <br />parked on one side of the street. It is likely that these cars are <br />parking on the east side because they are accessing Tatum from <br />the south off of Larpenteur Avenue. Very few cars park in the <br />two hour parking area in the southern half of Tatum Street, <br />probably because the parkers are looking for a longer term parking <br />arrangement. <br />C. Options for addressing the parking on Tatum. <br />1. Overall approach to parking restrictions. Staff does not <br />recommend posting parking restricfions if the problem is perceived <br />by only a few property owners along a street. The signs do not <br />enhance the streetscape and the restrictions are not useful if they <br />2 <br />
