Bonner, Proprietor <br />Dirk Bordson, Property Owner <br />REVIEWED BY: Susan Hoyt, City Administrator <br />EXPLANATION/DESCRIPTION/STAFF REPORT: (prepared by Susan Hoyt) <br />Proposal <br />Mr. Bonner plans to open a used clothing store in the basement of the shopping <br />center along Hamline Avenue. The store will specialize in used blue jeans and will be <br />called "Feathered Denims". The proposed hours of operation are evenings 4 PM to <br />8 PM and Saturdays from 9 AM to 4 PM. <br />• Zoning code <br />This proposed use meets the definition of a secondhand goods store and is a <br />conditional use in the B - 1 neighborhood business district of the zoning code (Chapter <br />9 Section 8.01 Subdivision 3 d). For purposes of the zoning code a secondhand <br />goods store is defined as: <br />Any store engaged in the business of selling or receiving tangible personal <br />property which has been previously used, rented, owned or leased, but <br />excluding stores which engage in the sale of any used: automobiles; electronic <br />equipment such as stereos, cameras, computers, televisions, audio and video <br />equipment, and similar equipment or appliances; jewelry and precious gems; or <br />guns. Stores which engage in any pawning activity whatsoever fall within the <br />definition of "pawn shop" and shall not be included within the definition of <br />"secondhand goods store." <br />Response to public notice and mailings <br />The city published a notice on this public hearing and mailed letters to property <br />owners within 350 feet of the property. As of this writing staff has received one call <br />regarding the proposed business. The caller was concerned about the additional <br />parking on the street from this use and said that she would prefer to see a bakery <br />move into the building. <br />• <br />
