• Conditional use permit <br />A conditional use permit goes with the property not with the business. The planning <br />commission must recommend approval of a conditional use permit unless the <br />commission can demonstrate that the property owner cannot satisfy all the reasonable <br />conditions governing the use. <br />Staff recommendation <br />Staff recommends making the conditional use permit broad enough to capture <br />secondhand clothing and clothing consignment shops, not just selling blue jeans. If <br />a broader use permit is issued the property owner may lease the business without <br />requesting another conditional use permit if Mr. Bonner moves or goes out of business <br />or expands the type of clothing he sells. <br />The staff makes the following findings: <br />1. The secondhand goods store is in keeping with the city's comprehensive plan. <br />2.
