6. Will the entire roadway be removed and reconstructed? <br />Ramsey County anticipates that the portion of Larpenteur Avenue that was reconstructed <br />a few years ago with the Snelling Avenue project will remain intact. This is the area <br />between Arona and St. Mary Streets. Other portions of Larpenteur Avenue that have good <br />surface conditions may also be saved. These decisions and determinations will be made <br />during the design process. <br />7. When will construction take place? <br />Ramsey County anticipates construction to start in late 1996 and be completed during the <br />1997 construction season. They anticipate that the entire length of Larpenteur Avenue <br />under consideration will be included in one contract. The actual timing of the construction <br />over that length of roadway has not been determined at this point in time. <br />8. Is the City considering other improvements along with the County project? <br />Yes. The City is currently working with a planning consultant to discuss the potential for <br />landscaping and lighting improvements along the Larpenteur Avenue corridor. Currently, <br />it appears that the proposal will be to highlight key points within Falcon Heights such as <br />City Hall, the fairground entrances, the University of Minnesota entrances, and the golf <br />course. <br />9. Will there by parking allowed on Larpenteur? <br />The south side of Larpenteur between Arona Street and Pascal Street will provide on-street <br />parking in front of the apartment buildings. it is anticipated parking will be banned at all <br />other locations. <br />10. Will the abutting properties be assessed for the improvements? If so, how much? <br />The City of Falcon Heights does have an assessment manual which indicates an assessment <br />for these types of improvements to the abutting properties. However, at this point in time, <br />a determination of the actual scope and cost of the improvements has not been determined. <br />Therefore, it is too early in the process to estimate the level of assessments that may be <br />associated with the improvements. As the project proceeds, there will be additional public <br />hearings held at the City of Falcon Heights to discuss these items. <br />11. Will the University of Minnesota driving range driveway be relocated? <br />At this time, the answer to this question is unknown. However, the County is preparing <br />drawings to show how the driving range access point could be relocated westerly to line <br />up with Coffman Street. <br />330/025-0~0 l.jul <br />
