~; -1 <br />City of Falcon Heights <br />• Memorandum <br />DATE: 18 November 1993 <br />TO: Planning Commissioners <br />FROM: Susan Hoyt, City Administrator <br />RE: General recommendations for proceeding with some specific uses included <br />under the commercial development moratorium <br />INTRODUCTION <br />Staff research over the past months suggests ways that the city's zoning code <br />may be changed to address each of the eight uses included in the city's <br />commercial development moratorium. <br />PROPOSED GENERAL CHANGES IN THE BUSINESS DISTRICTS <br />1. Re title the B 3 district from the Snellina/Larpenteur Business District to <br />• the Snelling and Larpenteur Community Business District. <br />• Suggests. a district that is more expansive than the B-1 Neighborhood <br />Business District, more shopping center and retail oriented than the <br />B - 2 Limited Business District and not as expansive as many cities' <br />general or central business districts. <br />2. Rewrite the purpose statements of the commercial districts <br />• Review all purpose statements to make sure they are consistent and <br />describe some of Falcon Heights's unique circumstances. <br />• In the B - 3 District identify the need to maintain a safe, secure <br />environment and minimize impacts on surrounding residential <br />neighborhoods. One possibility is a purpose statement like <br />Bloomington's B - 2 district (second lowest of 13 commercial <br />districts). The Bloomington purpose statement is: <br />To provide for and encourage compact centers for retail sales <br />and services by grouping businesses into patterns of workable <br />relationships; to minimize the blighting influence on surrounding <br />• 1 <br />
