residential neighborhoods by limitations and control of uses <br />permitted; to exclude highway oriented and other businesses <br />. that would tend to disrupt the shopping center or its circulation <br />patterns or tend to disturb neighborhood stability. <br />3. To meet the purposes of the B-3 district only include permitted and <br />conditional uses that do not create or reauire substantial police involvement <br />or surveillance. When possible, adopt conditions to minimize or eliminate <br />these impacts (see attachment A). For example: <br />• Limit the hours of operation for financial institutions to weekdays <br />8:00 AM to 6 PM with Saturday 8 AM until Noon. Drive-through <br />windows and instant cash machines should require a conditional use <br />permit. <br />• Limit pool and video game activity to an accessory use in the bowling <br />alley with defined # tables or video games/square feet. <br />• License therapeutic massage businesses <br />4. Kee ermitted and conditional uses in the B-3 district consistent with uses <br />in other cities' similarly zoned districts. (Information related to Bloomington, <br />Edina, Richfield and Minneapolis because these cities most specifically <br />• regulate for these moratorium uses.) Do the moratorium uses appear as <br />permitted uses in zones with a similar purpose? <br />• Pawnshops: not permitted in zones with this purpose. Typically <br />included in zones with greater highway access (along freeway) or in <br />downtown Minneapolis. Richfield has a distancing requirement of 250 <br />feet from any residentially zoned district. They are not permitted in <br />any Edina commercial district. Use is available in nearby cities. <br />• Precious metal dealers: not permitted in zones with this intent. <br />Richfield defines them as secondhand stores. Use is available in <br />nearby cities. <br />Coin/stamp stores: may be included in these districts. Requires its <br />own definition if permitted separate from precious metal dealer. <br />• Secondhand store: using Richfield's definition, it is not permitted in <br />zones with this purpose. Richfield's definition restricts secondhand <br />stores to those stores that must keep property records for the police. <br />These stores sell used: <br />- Items with a serial number <br />• 2 <br />
