No request for re-zoning, conditional <br />use permit, variance, subdivision, building <br />~'~~> permit, business license, certificate of occupancy, <br />or any other land use approval, affecting property <br />located within the B-1, B-2 and B-3 zoning <br />districts shall be accepted for processing or <br />considered by the city council for any new use that <br />is not specifically listed as a permitted or <br />conditional use in the applicable zoning district. <br />For purposes of illustration only and without <br />intending to be an exhaustive list, the following <br />uses are not specifically listed as permitted uses <br />in any commercial zoning district and are subject <br />to the moratorium: <br />1. Adult use establishments as defined <br />in the staff memorandum dated June 23, <br />1993 on file with the city clerk. <br />• 2. Personal service establishments <br />including steam baths, saunas, massage <br />including therapeutic massage, turkish <br />baths or similar services <br />3. Pawn shops <br />4. Stores selling used or secondhand <br />goods <br />5. Precious metal dealers <br />6. Stores selling any firearms or <br />ammunition <br />7. Check cashing facilities <br />8. Pool halls and video game arcades <br />5-5.03 HARDSHIP WAIVER <br />A. Procedure. The city council may waive the <br />moratorium requirements established herein with <br />• the following procedures: <br />
