• PLANNING & DEVELOPMENT 9-13.03 <br />Subdivision 12. Signs on Windows and Doors. This <br />chapter does xot apply to interior signs painted, <br />attached by adhesive, or otherwise attached directly <br />to or visible through windows and glass portion of doors <br />except that such signs shall not be permitted in "EB", <br />"B-1", and "B-1-A" districts. <br />Subdivision 13. Ground Signs. <br />a. No ground sign shall be erected, constructed, <br />altered, rebuilt, or relocated to a height <br />exceeding twenty (20) feet above ground. <br />b. The bottom of the facing of every ground sign <br />shall be at least thirty (30) inches above the <br />ground, which space may be filled with platform or <br />decorative trim of light wood, metal construction, <br />brick, planters or plantings, etc. <br />c. No private sign shall be erected, constructed, <br />or maintained within the boundary of any street, <br />avenue, highway, alley or public ground of the city, <br />county or state. <br />• d. Portable signs supported by frames or posts <br />rigidly attached to bases shall be so proportioned <br />that the weight and size of the bases are adequate <br />to resist the wind pressure specified in the <br />building code. Such signs shall not exceed five (5) <br />feet in height or fifteen. (15) square feet in area. <br />e. The owner of a lot upon which there is a ground <br />sign or the person occupying such lot or both are <br />hereby required to keep such lot and such ground <br />sign clean, sanitary, inoffensive and free and <br />clear of all obnoxious substances and unsightly <br />conditions. <br />subdivision 14._ Moving or Revolving Signs (Motion <br />Signs). Moving or revolving signs shall not be permitted <br />except by the granting of a variance. <br />Subdivision 15. Wall Signs. Wall signs attached to <br />exterior walls of solid masonry or concrete shall be <br />safely .and securely attached. <br />Subdivision 16. Signs Painted on Walls. Signs shall <br />not be painted directly on the outside wall of a <br />building. Signs shall not be painted on a fence, tree, <br />stone, or other similar objects or structures in any <br />• district. <br />75 <br />
