• <br />1-A <br />20 July 1992 <br />MEMO <br />TO: Planning Commission <br />FROM: Susan Hoyt, City Administrator acting as planner <br />RE: Staff report a request for a conditional use permit for a <br />home occupation at 1484 West California Avenue in an R-1 <br />zone <br />Background <br />A conditional use permit goes with the property not the person. <br />It may be revoked by the city if the conditions are not met. <br />The property owner, Ms. Maureen Blustein, is requesting a <br />conditional use permit (C.U.P.) to operate a ceramics class three <br />evenings per week from 6:00 PM to 9:00 PM in the basement of her <br />• single family home on California Avenue. A C.U.P. is necessary <br />for this activity because the proposed home occupation does not <br />meet all the requirements of a home occupation, specifically <br />§9-14.02{25}[a](4) which requires that no more than normal <br />parking be associated with the home occupation. Ms. Blustein's <br />home business may result in a maximum of ten cars beyond what is <br />associated with her family. This exceeds what is "normal" and, <br />therefore a C.U.P. is required under §9-4.01[2](j) of the code. <br />All other aspects of the request meet the requirements of the <br />home occupation as to hours of operation, outdoor storage and <br />traffic. <br />Proposal <br />The hours of operation, associated traffic and storage <br />requirements are met by the proposal. The fire marshal and <br />electrical inspector inspected the dwelling and kiln, which is in <br />the basement, and approved the facilities with the requirement <br />that some sheet rock be added for a fire wall prior to starting <br />the class. <br />Ms. Blustein plans to accommodate the extra parking associated <br />with the ceramics class by providing ten spaces in the Northome <br />parking lot to the west of the home (see map). The two property <br />owners have already negotiated a lease for ten spaces for the <br />nine months of the year that the business will be in operation. <br />.
