-t - ~ <br />. ~' <br />' University Grove Homeowners Association <br />RECOMMENDED PARKING RESTRICTION CHANGES <br />March 1992 <br />West Ho~-t at Cleveland <br />Limit parking on the northeast end of West Hoyt near the <br />University tennis courts to 2 hours (or less) with no parking <br />allowed within 10-15 feet of Cleveland Avenue. This would: <br />provide short-term parking for non-residents consistent with the <br />intent of parking restrictions elsewhere in the neighborhood; <br />make these spaces more available to people using the tennis <br />courts; and prevent the obstructed view that currently creates a <br />hazard for those driving from Hoyt onto Cleveland Avenues. <br />_Fulham. Vincent & Northrop Streets <br />Change the signs on Fulham, Vincent, and Northrop Streets to <br />limit parking between 8:00 AM and 4:00 PM on weekdays only (i.e, <br />add "Monday through Friday"). The residents on these streets do <br />not feel that weekend restrictions are necessary, and the sign <br />change would make the parking restrictions on these streets <br />uniform with those on the adjoining sections of Hoyt and Folwell <br />Avenues, making enforcement easier. <br />Folwell Avenue East of Coffman <br />Limit parking on Folwell Avenue east of Coffman to 1 hour <br />between 8:00 AM and 4:00 PM, Monday - Friday. Parking on this <br />section of Folwell was limited to 1 hour until the signs were <br />changed in 1990 or 1991. Since the change, daytime student <br />parking and the resulting street congestion have increased <br />significantly. Returning to the 1-hour limit would noticeably <br />ease the congestion. <br />General Safety <br />Prohibit parking within 10 feet or so of intersections, curves <br />or school bus stops~f permitting parking in these areas would <br />obstruct visibility or vehicular clearance. This is a general <br />request for the City engineer(s) to evaluate the safety of on- <br />street parking in terms of the Grove's street layout and <br />terrain, and to prohibit parking where it creates a hazardous <br />condition for drivers or pedestrians. <br />Residents cited the following as particular points of concern <br />because they are on what have become the "commuter routes" <br />through the Grove from Larpenteur Avenue to St. Anthony Park: <br />o The northwest corner of the Coffman & Folwell <br />intersection <br />o The curves on Northrop where it joins Folwell <br />o Northrop where it joins Hoyt <br />o The curve on Folwell where it joins Fulham <br />o The corner where o t& u a intersect <br />Other potential hazard areas cited are: <br />o The curves on Vincent where it joins Folwell <br />• o The curve at the east end of Folwell <br />o School bus stops in the neighborhood <br />
