c:
City of Falcon Heights
April 2l, 1992
Page two
g, A common open space is not provided for in the proposed development as
required by Section 9-16.03 subdivision 3.
9, It is our understanding that tkza road providing access to the development
is a private road. Section 9-16.05 subdivision 4 lists the requirements of a
private road.
p,, Ownership and maintenance by Homeowners Association
B, Road design mee*s city st4ndards.
C. Road right-of-way shall be plotted as an outlot in final plat.
D. Homeowners Association must establish formal written procedure for
petitioning community takeover of said road.
E. Establish assessment procedure
F. Easement must be granted to the City to use the road and road
right-of-way for public purpose including emergency vehicles,
public utilities and conveniences.
G, Private road will not connect two or more existing or proposed public
right-of-way. The private road only connects Prior Avenue in one
location. •
H. Private road shat not connect other PL'D without written approval.
The proposed plan does not connect the existing PUD to the North.
I. Homeowners Association must grant the community an option to
acquire full right-of-way of road prior to final approval. Purpose
would be to assure proper road maintenance and use should
maintenance efforts become ineffective.
10. The preliminary plan does not show the width of the road. The proposed
road measures approximately 2~ feet wide. The City standard for a
residential street width is 30 feet wide which would allow unrestricted
parking. The proposed plan would allow parking on one side of the street.
A typical parking lane is ° feet wide which would allow 16 feet for two way
traffic tc pass. This is e:ctremely narrow. Howe': nr, because of off street
parking, parking along the road should be infrequent and sporadically
spaced reducing the likelihood of two cars meeting next to a parked car.
il. A boundary survey of the Pr ~ feet beyond dee a opment ~ The follow'nged
surveyor showing property 1
must be shown on the survey:
A. Existing property lines and dimensions
B, Ownership of all parcels
C. Platting and easements
D. Street right-of-ways and dimensions
E. Buildings .
F. Utility lines and facilities including elevations and existing slope of
pipe
