Meeting Date: 5/18/92 <br />Agenda Item: 6 <br />• ITEM: Public hearing on a request for residential ermit <br />parking in the University Grove neighborhoodp <br />SUBMITTED BY: University Grove Homeowner's Association <br />REVIEWED BY: Susan Hoyt, City Administrator acting as planner <br />Randy Johnson, Roseville Police <br />Bill Westerberg, City Engineer <br />EXPLANATION/DESCRIPTION: <br />The University Grove Homeowner's Association is requesting that <br />residential permit parking be adopted for the neighborhood so <br />residents with permits can leave a personal car on the street for <br />more than two hours between 8 a.m. and 4 p.m. Monday through <br />Friday. <br />The city's parking policy requires that a residential permit <br />parking request be accompanied by a petition with 75$ of the <br />residents on the block front signing in favor of permit parking. <br />(This does not mean 75$ of the residents will buy a permit.) The <br />planner must submit a report addressing some key points on permit <br />parking. Signatures governing 76% of Grove homeowners petitioned <br />. for permit parking (not all petitioners will purchase a permit). <br />The block breakdown is included in the Grove Homeowner's request <br />(A). The city clerk confirmed that the signatures coincided with <br />the residents at the identified addresses. <br />The planner's report addresses the key points to consider in <br />approving residential permit parking as identified in the city's <br />parking policy (B). Some change in the overall parking scheme <br />within the University Grove neighborhood logically accompanies <br />this request. These will be considered separately from the <br />request for residential permit parking. However, the changes are <br />requested to assure consistency in parking signs throughout the <br />Grove neighborhood. <br />DISCLAIMER: The city administrator resides in the University <br />Grove neighborhood. Her household is not included in the Grove <br />numbers. She has a double driveway, double garage and owns only <br />one car. Therefore, she does not need a residential parking <br />permit at the time this report is made. <br />ATTACHMENTS: <br />A - Request for residential permit parking <br />B - Section of the city's parking policy <br />C - Planner's Report <br />. ACTION REQUESTED: <br />1. Hold public hearing. <br />2. Consider request for permit parking. <br />
