INTRODUCTION <br />When the city designed and adopted its parking policy in <br />1990, the planning commission and council were sensitive to <br />the possible need for residential permit parking in <br />neighborhoods that experience alot of on-street parking as a <br />result of proximity to the University of Minnesota. <br />Therefore, the policy includes a section on how to provide <br />for residential permit parking. The following report <br />identifies the need for residential permit parking in the <br />University Grove Neighborhood. <br />II. NEED <br />A. Evidence of parkina/traffic from the university <br />The University Grove residential neighborhood is <br />adversely impacted from heavy non-residential traffic <br />associated with the University of Minnesota. The two <br />hour maximum parking limit from 8 AM to 4 PM Monday <br />through Friday eliminates long-term parking in the <br />neighborhood. In places that do not have the two hour <br />parking restrictions, the street is "parked up" by 7 <br />AM. This was the case on the eastside of Coffman <br />Street by Grove Park prior to the two hour parking <br />restrictions going in place, and it remains the case on <br />Hoyt Avenue between Folwell and Cleveland. The <br />evidence concludes that without parking restrictions, <br />the neighborhood (particularly east of Coffman) would <br />experience significant, chronic parking from U of M <br />staff and students. <br />B. Adverse effects of universit related traffic and <br />parking <br />If the two hour parking limits were not posted the <br />adverse effect from university related parking would be <br />more apparent. The residential permit parking will <br />• allow residents who need to leave a personal car on the <br />street yet reduce the negative impact from non- <br />residential parking. This will keep the air pollution <br />and other negative environmental effects from non- <br />residential traffic and parking; it will reduce noise <br />and litter from cars parking in the neighborhood and it <br />
