will keep streets free for residents to have access to <br />their homes and driveways; and it will preserve the <br />safety of children. <br />C. Use by residents <br />Although 76~ of Grove residents requested the <br />designation of residential permit parking, residents do <br />not anticipate very much on-street parking during the <br />weekdays because many residents use their cars for work <br />or are able to keep their cars in their driveways <br />rather than on-the street. Police officer, Randy <br />Johnson, commented that very few cars are parked on <br />streets at anytime in the neighborhood. The limited <br />use of on-street parking at anytime is demonstrated by <br />observing parking on weekends and evenings after four, <br />when parking is not restricted. There are only a <br />handful of cars on the street unless a resident is <br />entertaining guests. Therefore, the on-street parking <br />will not create a "parked up" effect because permits <br />are only issued to cars registered to their homes and <br />only a few of those cars will be on the street. <br />The limited need for on-street parking means that the <br />• streets will be passable for emergency vehicles. <br />However, it will assist residents with single car <br />driveways and garages and two or three cars to shuffle. <br />III. DESIGNATED AREA <br />A. Request <br />The University Grove Homeowner's Association requested <br />that the following streets be designated for <br />residential permit parking: <br />• Folwell Avenue <br />• Hoyt Avenue west of Coffman (northside only in <br />Falcon Heights) <br />• Fulham Street (eastside only in Falcon Heights) <br />• Vincent Street <br />• Northrop Street <br />• Burton Street <br />• This technically includes three block fronts which do <br />not meet the 75% signature requirement. <br />
