In addition, the lower part of this area could be <br />developed as an attractive, passive garden that could benefit both uses. <br />The remaining interior spaces appear to be adequately landscaped, except at the end of the <br />drives. Additional shrubs should be planted in these areas. <br />Plant materials and sizes are adequate. <br />5) An entry monument sign is proposed, but we have not seen plans for it yet. <br />6) Site drainage will be handled by an interior ponding area shared with the existing office <br />buildings and by the ponding area at the north end of the site abutting the single-family <br />neighborhood. There does not appear to be a capacity problem for the runoff, so the design of <br />this interior area is more for aesthetics than engineering reasons. The City's engineer should <br />review the plans. Interlocking block retaining walls are suggested in this area, but Rottlund <br />indicates the design may change. <br />7) Emergency access will be provided to the north end of the private road by an access drive <br />from the office building parking lot immediately to the east. The plans show this access as sod <br />over a gravel base, which would be plowed in the winter. The Fire Marshal needs to review this <br />for compliance with appropriate regulations. <br />CONCLUSION: <br />We believe the project will be a good one and, with modifications to the building placement, roads, and <br />landscaping as noted. The preliminary development plan needs further work as noted in the engineer's <br />report. We recommend that all of these items be further addressed by the developer before the plan is sent <br />to the City Council. <br />Items of Concern: <br />1. Building placement <br />2. Road design and fire and safety access <br />3. Drainage and utilities and soils <br />4. Complete homeowner documents <br />5. Amend zoning and comprehensive plan <br />6. Abstract and survey <br />Continue public hearing to resolve the above issues. <br /> <br />
