A common open space is not provided for in the proposed development as <br />required by Section 9-16.03 subdivision 3. <br />9. It is our understanding that ttia road providing access to the development <br />is a private road. Section 9-16.05 subdivision 4 lists the requirements of a <br />private road. <br />A. Ownership and maintenance by Homeowners Association <br />B. Road deli gr_ r_tee~~ city ~t ;nd .rdr. <br />C. Road right-of-way shall be plotted as an outlot in final plat. <br />D. Homeowners Association must establish formal written procedure for <br />petitioning community takeover of said road. <br />E. Establish assessment procedure <br />F. Easement must be granted to the City to use the road and road <br />right-of-way for public purpose including emergency vehicles. <br />public utilities and. conveniences. <br />G. Private road will not connect two or more existing or proposed public <br />right-of-way. The private road only connects Prior Avenue in one <br />location. <br />H. Private road shall not connect other PUD without written approval. <br />The proposed plan does not connect the existing PUD to the North. <br />I. Homeowners Association must grant the community an option to <br />acquire full right-of-way of road prior to final approval. Purpose <br />would be to assure proper road maintenance and use should <br />maintenance efforts become ineffective. <br />10. The preliminary plan does not show the width of the road. The proposed <br />road measures approximately 2~ feet wide. The City standard for a <br />residential street width is 30 feet wide which would allow unrestricted <br />parking. The proposed plan would allow parking on one side of the street. <br />A typical garking lane is ° feet wide which would allow 16 feet for two way <br />traffic to pass. This is e:.tremely rarrnc,~. l:owe~rer. ?~ecause of off street <br />parking. parking along the road should be infrequent and sporadically <br />spaced reducing the likelihood of two cars meeting next to a parked car. <br />11. A boundary survey of the property has not been grovided by a registered <br />surveyor showing property 100 feet beyond development. The following <br />must be shown on the survey: <br />A. Existing property lines and dimensions <br />B. Ownership of all parcels <br />C. Platting and easements <br />D. Street right-of-ways and dimensions <br />E. Buildings <br />F. Utility lines and facilities including elevations and existing slope of <br />pipe <br />
