The city has indicated, subsequent to submission of this proposed amendment, its <br />knowledge of two sites on the University of Minnesota property that are served by <br />wastewater holding tanks. <br />12. The city's housing element focuses on housing rehabilitation, maintenance and <br />neighborhood renewal. This is consistent with the Council's housing policies. <br />RECOMMENDATIONS <br />That the Metropolitan Council: <br />Adopt the above findings and the staff report as part of these recommendations. <br />2. Inform the city that it may place the amendment into effect and no plan modification is <br />required. <br />3. Direct the city of Falcon Heights to prepare a Tier I and Tier II comprehensive sanitary <br />sewer plan for the city that specifically addresses the integrity of the system, the source(s) <br />of the increased flows and projections of future flows to the Metropolitan Sanitary Sewer <br />System from the city. Such a plan should include the source and volume of sanitary sewer <br />flow from the University of Minnesota and the State Fairgrounds. The plan can also serve <br />as the city's response to its 1988 Sanitary Sewer System Statement. <br />• 4. Strongly encourage the city of Falcon Heights to continue efforts that reduce and <br />eliminate sources of I/I to the Metropolitan Sanitary Sewer System. The Council <br />encourages the implementation of a plan to terminate direct sump pump connections to <br />the sanitary sewer system. <br />5. Recommend the city of Falcon Heights contact the University of Minnesota to obtain <br />confirmation of sufficient on-going operation and maintenance for each site on its <br />property utilizing wastewater holding tanks, and recommend their elimination by <br />connection to the University's sanitary sewer collection system. <br /> <br />
