Elements included in this plan amendment are land use, transportation, community facilities and services, environmental protection and economic development. REGIONAL POLICY ISSUES The city of Falcon Heights has exceeded the sanitary sewer flow range in the Council's Wastewater Treatment and Handling, Policy Plan for the last three calendar years. This has not caused a capacity problem in the Metropolitan Sanitary Sewer System, nor is a capacity problem anticipated. Because the city is virtually fully developed, staff assumes the increased sanitary sewer flow is generated by the two major public uses in the city: the St. Paul Campus of the University of Minnesota and the State Fairgrounds. The city cannot exercise its land use planning and authority over the University of Minnesots and the State Fairgrounds. Staff is recommending that the city prepare a Tier I and Tier II sanitary sewer plan as a way to determine the source and volume of flows generated by the city, University of Minnesota and the State Fairgrounds. The city is also encouraged to continue with its efforts to reduce inflow and infiltration (I/I) in the Metropolitan Sanitary Sewer System. AUTHORITY TO REVIEW The Metropolitan Land Use Planning Act of 1976 requires local units of government to submit comprehensive plan amendments to the Metropolitan Council for review (Minn. Stat. 473.864, subd. 2, 1978). The Act also gives the Council the authority to establish guidelines governing the • amendment review process (Minn. Stat. 473.854).
