X5089.4 <br />Metropolitan Council District No. 3 <br />YNTR~DDUCT'ION <br />The city of Falcon Heights has submitted a comprehensive plan amendment that updates the city's <br />1981 comprehensive plan. Elements included in this plan amendment are Land use, <br />transportation, community facilities and services, environmental protection and economic <br />development. <br />RE~GI~NAI. POLYCY ISSUES <br />Tho city of Falcon Heights has exceeded the sanitary sewer ilow range in the Councfl's <br />Wastewater Treatment and Handling Policy Plan for the last three calendar years. This has not <br />caused a capacity problem in the Metropolitan Sanitary Sewer System, nor is a capacity problem <br />anticipated. Becau$e the city is virtually fully developed, staff assumes tha increased sanitary <br />sewer flow is generated by the two major public uses in the city: the St. Paul Campus of the <br />University of Minnesota and the State Fairgrounds. The city cannot exercise its land use planning <br />and authority over the University of Minnesota and the State Fairgrounds. <br />Staff is recommending that the city prepare a Tier I and Tier ]~ sanitary sewer glare as a way to <br />determine the source and volume of flows generated by the city, University of Minnesota and the <br />State Fairgrounds. Tha city is also encouraged to continue with its efforts to reduce inFlow and <br />in>zltration (IJ~ ist the Metropolitan Sanitary Sewer System. <br />AU'T'I~ORITX TO REV~'V'Y <br />The Metropolitan Land Use Planning A,ct of 1976 cequires local units o£ government to submit <br />comprehensive plan amendments to the Metropolitan Council For review (Minn. Seat, 473.864, <br />subd. 2, 1978). The Act also gives the Council the authority to establish guideiittos governing the <br />• amendment review process (Minn. Seat. 473.854). <br />
