Qn December 23, 1991, the Chair determined that the amondrnent was incomplete for <br />Council review. After receiving supplemental material from the city, the Chair determined on <br />February 3, 1992 that the amendment was complete, but presented a potential impact on the <br />metropolitan sanitary sewer system. The 90-day review period will conclude on April 17, 1592. <br />FINDINGS <br />1. The city of Falcon Heights supports its inclusion in the Council's fully developed area. <br />The city's development and lead use focus is on maintaining existing housing stock and <br />redeveloping the commercial center at Snaking and Larpenteur Avenues. <br />2. The city of Falcon Heights cannot exercise its land use planning and authority over the <br />University of Minneoota and the State Fairgrounds. As a result, the plan amendment <br />recommends improved coordination and cooperation between these institutions and the <br />city. <br />3. The proposed plan amendment is consistent with the Council's Transpo~,~Iion Policy Flan. <br />4. The city's total annual sanitary sewer flow exceeded the Council's Wastewater 2'reatment <br />and 1Yandling Polley Plan flaw range projections far 2010 during each of the last threw <br />calendar years. Much of this increase is probably due to flows from the University of <br />Minnesota and the State Fairgrounds. <br />~. The University of Minnesota and the State Fairground properties have utility systems shat <br />are Independent of the city system. These two sources of wastewater flow comprised <br />approantnately 69 portent of she city's #Iow into the Metropolitan Sanitary Sewer System in <br />f 991. <br />b. Approximately 53 acres of the State Fairgrounds continues to utilize a combined <br />atarmfaanttary sewer system. <br />?. 1~fforts by both the city of Falcon Heights and the Council to motivate the State <br />Fairgrounds to eliminate its combined sewer flaws to the Metropofitazt Sanitary Sewer <br />System have been ungrodactivc. <br />8. The city of 1~alcon Heights has not resgandcd to its 1988 Sanitary Sewer System <br />Statameat. <br />9. The city of Faican FIeights recognizes the need to reduce the volume cif inflow and <br />infiltration (I/I} within its Bart of the sanitary sewer system. <br />I0. The city of p'alcon Heights has indicated Its awareness of the presence oP direct aurnp <br />pump connections to the sanitary sewer system, and intends to evaluate ways to terminate <br />these connections. <br />• 2 <br />
