The city's housing element focuses an housing rehabilitation, maintenance and <br />neighborhood renewal. This is consistent with the Council's housing policies. <br />RE~QMIVIENI)ATIOI~S <br />That the Metropolitan Council: <br />1. Adopt the above findings and the staff report as part o£ these reconimendatioas. <br />2. Inform the city that it may place the amendment into effect and no plan modification is <br />required. <br />3. Direct the airy of Falcon Heights to prepare a Tier I and Tier II comprehensive sanitary <br />sewer plan For the City that specifically addresses the integrity of the system, the source(s) <br />of the increased flows and prajectians of future flows to the Metropolitan Sanitary Sewer <br />System from the city. Such a plan should include the source and volume of sanitary sewer <br />flow from the University of Minnesota aad the State Fairgrounds. The plant can also serve <br />as the city's response: to its 19$S Sanitary Sewer System Statement. <br />• 4. Strongly encourage the city of Falcon Heights to continue efforts that reduce and <br />eliminate sources of I/Y to the Metropolitan Sanitary Sewer System. The Council <br />encourages the implementation of a plan to terminate direct sump pump connections td <br />the sanitary sewer system. <br />5. Recommend the city of Falcon Heights contact the University of Ivfinnesota to obtain <br />confirmation of sufficient on-going operation and maintenance for each site oa its <br />property utilizitag wastewater holding tanks, Azad recommend their elimination by <br />connection to the University's sanitary sewer collcctian system. <br />• <br />3 <br />
