Falcon Heights
CDBG
• Page 1
2/12/92
~,. CITY OF FALCON HEIGHTS
CDBG FUNDING PROPOSAL FOR 1992
I. PROJECT DESCRIPTION
The City of Falcon Heights is requesting funds to acquire
land and clear a blighted, substandard residential dwelling
and outbuildings and to relocate the two low income
occupants to standard, affordable housing.
II. HOW WILL THE PROJECT BENEFIT LOW AND MODERATE INCOME RAMSEY
COUNTY RESIDENTS
The project will benefit low and moderate income residents
by removing a substandard and. dilapidated dwelling. The
current low income occupants will be relocated to decent
quality, affordable housing. It will also provide a better
business environment and possible business opportunities for
a Ramsey County employer in the computer industry.
• III. WHY IS THE PROJECT NEEDED?
A. To eliminate blight
The dwelling is substandard as described in the
inspection reports (Exhibit 3). The city declared the
structures blighted (Exhibit 4). The dwelling, which
is a single family home, is a non-conforming land use
because it is located in a limited business zone
(Exhibit 2A). According to the zoning code, the
structure cannot be renovated because any renovation
cost would exceed 50% of the value of the structure
allowed for a non-conforming use. It's removal is
necessary to clear the property of blight.
B. To remove substandard housing
The structure doesn't provide safe and sanitary housing
for its current or future occupants. The blighted
condition of the building and outbuildings combined
with its location adjacent to the parking and delivery
entrance of the city's second largest, non -
institutional employer and the city's fire department
.7
