PROJECT DESCRIPTION <br />The City of Falcon Heights is requesting funds to acquire <br />land and clear a blighted, substandard residential dwelling <br />and outbuildings and to relocate the two low income <br />occupants to standard, affordable housing. <br />II. HOW WILL THE PROJECT BENEFIT LOW AND MODERATE INCOME RAMSEY <br />COUNTY RESIDENTS <br />The project will benefit low and moderate income residents <br />by removing a substandard and. dilapidated dwelling. The <br />current low income occupants will be relocated to decent <br />quality, affordable housing. It will also provide a better <br />business environment and possible business opportunities for <br />a Ramsey County employer in the computer industry. <br />• III. WHY IS THE PROJECT NEEDED? <br />A. To eliminate blight <br />The dwelling is substandard as described in the <br />inspection reports (Exhibit 3). The city declared the <br />structures blighted (Exhibit 4). The dwelling, which <br />is a single family home, is a non-conforming land use <br />because it is located in a limited business zone <br />(Exhibit 2A). According to the zoning code, the <br />structure cannot be renovated because any renovation <br />cost would exceed 50% of the value of the structure <br />allowed for a non-conforming use. It's removal is <br />necessary to clear the property of blight. <br />B. To remove substandard housing <br />The structure doesn't provide safe and sanitary housing <br />for its current or future occupants. The blighted <br />condition of the building and outbuildings combined <br />with its location adjacent to the parking and delivery <br />entrance of the city's second largest, non - <br />institutional employer and the city's fire department <br />.7 <br />
