MINUTES <br />• REGULAR PLANNING COMMISSION MEETING <br />September 23, 1991 <br />7:30 p.m. <br />PRESENT: ABSENT: ALSO PRESENT: <br />Lee Barry Len Boche Paul Ciernia, Council member <br />John Duncan Donna Daykin Susan Hoyt, Administrator <br />Ed Finegan acting as Planner <br />Carolyn Nestingen <br />Jan Gibson Talbot <br />Meeting was called to order by Lee Barry in the absence of <br />Chairman Len Boche at 7:30 p.m. <br />APPROVAL OF MINUTES <br />Minutes of the August 26, 1991 meeting were unanimously approved <br />as written. <br />A REQUEST FOR "NO PARKING" ON THE SOUTH SIDE OF GARDEN AVENUE, 25 <br />FT. WEST OF THE UNITED CHURCH OF CHRIST ENTRANCE. <br />Request was postponed to appear on a future agenda. <br />REQUEST FOR A PERMITTED ACCESSORY USE PERMIT FOR 1707 N. HAMLINE <br />After some discussion, ,the commission recommended granting a <br />permitted accessory use permit for a storage shed at 1707 N. <br />Hamline if it is built 5 ft. from the front property line on the <br />southside lot, not 3 ft. as shown in the owner's drawing. <br />A REVIEW OF PERMITTED ACCESSORY USE PERMITS 9-2.04[1](I) <br />The commission discussed the request for the possible elimination <br />of the review of permitted accessory use permits for utility <br />sheds by the planning commission and city council for the <br />following reasons: 1) efficiency for the property owner by <br />avoiding unnecessary bureaucratic delay, 2) adequacy of zoning <br />code controls, 3) efficiency of staff time by not having to <br />prepare agenda items for both of these bodies as well as <br />informing the property owners after the meetings, and 4) <br />efficiency of the commission's time by not having to add these <br />routine items to the agenda in view of the larger tasks the <br />commission has been assigned by the city council. <br />The commission also discussed eliminating the permitted accessory <br />use permit fee and requiring a building permit for all utility <br />structures regardless of size. At the present time, all <br />structures larger than 90 sq. ft. require a building permit. The <br />planner and building official would review the applications. <br />Administrator Hoyt mentioned this was the most streamlined way to <br />• go. The cost of the permitted accessory use permit vs. obtaining <br />a building permit was discussed. This will be discussed in more <br />
