<br />(1) To protect the character and stability of <br />residential areas. <br />(2) To correct and prevent housing conditions that <br />adversely affect the life, safety, general welfare <br />and health, including the physical, mental and <br />social well-being of persons occupying dwellings. <br />(3) To provide minimum standards for cooking, heating, <br />and sanitary equipment. <br />(4) To provide minimum standards for light and <br />ventilation necessary to health and safety. <br />(5) To prevent the overcrowding of dwellings by <br />providing minimum space standards per occupant <br />for each dwelling unit. <br />(6) To provide minimum standards for the maintenance <br />of existing residential buildings, and to thus <br />prevent slums and blight. <br />(7) To preserve the value of land and buildings <br />throughout the city. <br />(portions of 53.010 City of Vadnais Heights Code) <br />III. CURRENT AUTHORITY AND CODES <br />STATE NUISANCE LAW - The state statutes have a general <br />. nuisance law that the county's environmental health <br />inspector can apply in certain circumstances. However, <br />the county has more authority using a local housing code <br />because of its specificity. <br />HOUSING CODE - A housing code addresses the maintenance <br />of existing housing which was built according to the <br />standards and codes of its time. A code includes the <br />minimum standards necessary to provide a safe, sanitary <br />dwelling unit and it provides a process for city <br />officials to inspect dwelling units to assure their safe <br />and sanitary condition. <br />UNIFORM BUILDING CODE (UBC) - The UBC applies to new <br />construction and remodeling. It cannot be applied <br />retroactively because construction standards change over <br />time. However, a section of the UBC refers to the <br />necessity of repairing unsafe buildings according to a <br />local code or by order of the building official (see <br />Attachment 2). <br />FIRE CODE - The fire code covers both new and existing <br />structures. The city currently inspects multi-family <br />units for compliance with the state fire code. <br />ZONING CODE - The zoning code sets out the restrictions <br />governing the development and use of land in a city. <br />Section 9-14.01 requires that: <br />• <br />
