• <br />• <br />In all districts, all structures, landscaping and <br />fences shall be reasonably maintained and kept in a <br />good state of repair so as to avoid health or <br />safety hazards and prevent a degradation in the <br />value of adjacent property. <br />IV. COMPONENTS <br />Housing codes vary in detail. The Vadnais Heights Housing <br />Code is attached for your information (See Attachment 3). <br />A code should include: <br />(1) Purpose <br />(2) Definitions and terms <br />(3) Define and describe a minimum standard for a safe <br />sanitary dwelling unit. (This is surprisingly <br />straight-forward in most codes.) <br />(4) Identify when a housing official may inspect the <br />dwelling and enforce the provisions of the code. <br />(Varies upon the implementation strategy of the <br />city.) <br />(5) Identify how property owners are notified of <br />violations. <br />(6) Identify the options to owners in violation of the <br />code e.g. repair, rebuild, replace, appeal. <br />(7) Identify the procedure for property owners failing <br />to correct violations. <br />(8) Identify the procedure for dealing with substandard <br />and unfit vacated dwellings. <br />(9) Identify an appeal procedure for property owners. <br />V. IMPLEMENTATION <br />ousing co es may be implemented in several ways. The <br />implementation strategy should reflect the overall housing <br />goals and needs of the city. As the condition of a community <br />changes with age and market shifts, the implementation <br />strategy may change. Some implementation strategies include: <br />(1) Implementation for all dwelling units on a <br />complaint basis only, or when city officials have <br />` reason to be concerned about the health and safety <br />of residents and/or the public at large. <br />(2) Implementation for multi-family dwelling units on <br />an annual or bi-annual basis by requiring a license <br />or a certificate of occupancy. <br />(3) Implementation upon the sale of a dwelling unit. <br />This is usually called "truth in housing". <br />(4) Implementation coupled with a locally administered <br />housing rehabilitation loan and grant program. <br />Program participants receive funds to repair the <br />code violations in their dwellings. <br />(5) Implementation done on a neighborhood basis <br />through a code enforcement program. Cities <br />occasionally implement a neighborhood code <br />enforcement program to curb housing deterioration <br />and declining property values in once stable <br />• <br />
