53.08`0. Right of Appeal. <br />• (1) Any person aggrieved by a notice of a compliance <br />official issued in connection with any alleged violation of this <br />chapter, or by any order requiring repair or demolition, may <br />apply to the compliance official for a reconsideration of such <br />notice or order within twenty-one (21) days after it has been <br />issued. The compliance official shall make a decision on the <br />appeal within ten (10) days after receipt of appeal and notify <br />applicant of decision. <br />(2) Hearin~c : Any person aggrieved by tie decision of the <br />appeal of a compliance official may requst a hearing before the <br />City Council for consideration of reversal of decision of a <br />compliance official. <br />(Source: Ord. 299 and 304). <br />54. Exterior Building Maintenance <br />54.010. Purpose. The purpose of this chapter is to protect <br />the public health, safety, and general welfare of the people and <br />property owners of the City, by, among other things: <br />(1) Protecting tite stability and character of commercial- <br />industrial buildings. <br />(2) Providing minimum standards for the maintenance of <br />existing commercial-industrial buildings. <br />(3) To prevent blight and economic deterioration in <br />commercial-industrial zones. <br />(4) To preserve the economic value of land and buildings in <br />the commercial-residential zones. <br />(5) To enhance and preserve. the real estate base for <br />commercial-industrial zones. <br />54.020. No owners shall occupy, or allow another to occupy <br />any commercial-industrial building unless the following <br />requirements are met: <br />(1) Exterior: Foundation/Exterior Walls/Roofs - The <br />foundation, exterior walls and exterior roof shall be <br />substantially water tight and protected against vermin/rodents <br />and shall be kept in sound condition and repair. The foundation <br />shall adequately support the building at all points. Every <br />exterior wall shall be free of deterioration, holes, breaks, <br />loose or rotting boards or timbers and any other thing that might <br />admit rain or dampness to the exterior portion of the walls. The <br />roof shall be tight and have no defects which might admit rain <br />and roof drainage shall be adequate to prevent rain water from <br />• causing dampness to interior walls.
